Backflow prevention is a requirement of the State of Ohio Department of Commerce, the Ohio Environmental Protection Agency, and the City of Bedford Water Department. The purpose of the backflow preventer is to prevent any possible contamination of water flowing back into the public water system. The device is to be tested no less than once every 12 months to insure its proper operation. See below link for best practices to avoid contamination caused by a cross-connection:

The City of Bedford has partnered with BSI to assist with maintaining backflow records and with giving water users, who are required to maintain backflow preventers, testing reminders. Backflow tests will no longer be accepted by the City of Bedford. All tests must be submitted to BSI.

BSI maintains a list of contractors who will be able to perform the test.  Here is a link to BSI contractors:

With this link, you may also check the status of your test. BSI may also be reached by phone at (800) 414-4990.

The plumber you have been using is probably already with BSI, since most surrounding cities are also partnered with BSI.
